The Electrical Contractors' Association of City of Chicago (ECA) Research and Education Committee workshop called, "Prefabrication and Preplanning Construction" is being conducted by Mark Federle, Associate Dean for Academic Affairs for the OPUS College of Engineering at Marquette University, and the program will be held on Thursday, October 15, 2026 from 8:00 am - 4:00 pm. at the IBEW-NECA Technical Institute (INTECH) at 6201 W. 115th Street in Alsip, IL 60803 (708) 389-1340. Breakfast & Lunch are to be served. (A Continental Breakfast is to be available at 7:45 am.)
THE FEE FOR THIS PROGRAM IS $100.00 PER ECA MEMBER.
Prefabrication and Preplanning Construction
Prefabrication can save an electrical contractor time and money, but what do you prefab? And how do you tackle the preplanning required to even get out of the gate? This program will discuss tactics to aid those at any step of the prefabrication process in optimizing their preplanning and increase their prefabrication efficiency. This program is based on an ELECTRI International research report.
Following this course, participants will be able to:
- Discuss the importance of preplanning
- Identify planning strategies to improve productivity
- Identify activities at each phase of the construction process to preplan
- Utilize the benefits of activities such as prefabrication, lean construction, and building information modeling on preplanning
- Identify tactics that can increase the amount of prefabrication you do

Mark O. Federle, PE, PhD, CPC, F.ASCE, NAC
Mark Federle is currently the Associate Dean for Academic Affairs for the OPUS College of Engineering at Marquette University. He has also served as the McShane Chair of Construction Engineering and Management (Professor-in-Charge of the CEMA program), April 2008 – Aug 2016, where he started the first ABET-accredited (as of 2010) Construction Engineering Program. Previously he was Chief Information Officer for The Weitz Company in Des Moines for 9 years. Prior to joining The Weitz Company, Federle was the Professor-in-Charge of Construction Engineering program at Iowa State University, where he taught for nine years. Mark earned his PhD and Masters in Construction Engineering and Management from the University of Michigan. He earned a BS in Civil Engineering from Rose-Hulman Institute of Technology. Mark is a licensed Professional Engineer, CM-Lean, and a Certified Professional Constructor. He has completed multiple projects for Electri, including a study of Prefabrication and Productivity. He is a frequent presenter at the NECA Show and at various NECA Chapter meetings.
