"Certified Transcript of Payroll" Webinar -- Proper Implementation / IDOL Portal Ease of Use

The Electrical Contractors’ Association of City of Chicago (ECA) is pleased to announce a webinar called, "Certified Transcript of Payroll." The seminar was conducted by Robert Parrilli, Stephen Underwood and Ron Ward, Illinois Department of Labor. The program was a virtual event held on Thursday, February 4, 2021. The session detailed how contractors can submit their prevailing wage information easily through the IDOL Certified Transcript of Payroll Portal.

The workshop was intended to provide contractors:

• Clarification to certified payroll filing requirements;
• Clear up any confusion on which projects are required to be reported on the IDOL portal;
• Emphasize the importance for contractors to review their contract(s) for the terms “subject to the Illinois Prevailing Wage Act;" 
• Understand that if a contractor is working on a project and public money is the funding source, public money is the threshold and the certified payrolls are required to be reported to IDOL using the certified payroll portal;
• Understand that the certified payrolls for projects subject to the Davis Bacon Act shall be submitted to the public body owning the project; and
• Understand that it is crucial that contractors review their contract(s) for compliance.

The walk-through of the portal included discussion of the following:

• Creating an Illinois Public ID Account
• Certified Transcript of Payroll Portal areas
  • Full Import Process
