Shannon Andrews DPS

Ms. Andrews was appointed and confirmed as Chief Procurement Officer for the City of Chicago in 2018.  The appointment as Chicago’s CPO marked Ms. Andrews’ return to city government, as she previously served in various roles at the Chicago Department of Procurement Services (DPS) from 2007 to 2012.

In this role, she leads DPS, the contracting authority for approximately $2 billion annually in goods and services for dozens of user departments of the City of Chicago. DPS works to guarantee an open, fair and timely process by establishing, communicating and enforcing superior business practices. In addition, she is responsible for the City’s Minority and Women-owned Business program which includes the certification of thousands of minority, women-owned, veteran-owned and disadvantaged business enterprises. As CPO she also provides oversight for the management of over twenty programs and incentives that continue to reform and modernize the procurement process and are designed to strengthen and streamline opportunities for Chicago’s business community.  

Ms. Andrews chairs the City of Chicago’s Affirmative Action Advisory Board, as well as the City’s Procurement Reform Task Force and Government Procurement Compliance Forum, a strategic interagency collaborative that aims to increase efficiency, transparency and equity in government contracting. She is an active member of the National Institute of Governmental Purchasing (NIGP), Illinois Association of Procurement Professionals (IAPPO) and the American Contract Compliance Association (ACCA).

Prior to this role, she served as Chief Procurement Officer for Cook County where she implemented strategies to streamline, standardize and improve procurement cycle times by more than 30 percent and was responsible for leading efforts to strengthen opportunities for local and small businesses.   She also served as the Director of Cook County Contract Compliance, where she managed certification of minority and women-owned firms and compliance related to County contracts.
