The Electrical Contractors’ Association of City of Chicago (ECA) is pleased to present a complimentary seminar called, "Reasonable Suspicion Training - (Cannabis-focused)." The program presenter is William Heffernan, Co-founder, Employee Resource Systems, Inc.
 
This course is geared for contractors and personnel in supervisory roles and provides an an overview of Reasonable Suspicion follow-up concerning the new Recreational Marijuana Law in Illinois. As this new law certainly presents challenges for employers, it also included the amendment of the Illinois Privacy Act that provides protections to employees from adverse employment actions based on use of lawful products off of the premises. The new law also places limits on when an employer may consider an employee "impaired": specifically, the employer must have, "a good faith belief that an employee manifests specific, articulable symptoms while working that decrease or lessen the employee's performance."

William Heffernan co-founded Employee Resource Systems, Inc. (ERS), a service-driven, high-touch employee assistance program (EAP) provider. Mr. Heffernan served as chairperson for the Chicagoland Chamber’s Drug-Free Workplace Taskforce and as board member and president for the Northern Illinois Employee Assistance Professionals Association (NIEAPA), where he was named 1999 Employee Assistance Professional of the Year. He served as chairperson for Community Health Charities of Illinois and was named Volunteer of the Year by Community Health Charities of America (CHC) for his demonstrated leadership, commitment, volunteer excellence and significant contributions to the CHC mission. Mr. Heffernan was also elected to the National Board of Community Health Charities of America and served on the Executive Committee as Vice Chair and Secretary. Mr. Heffernan is a licensed clinical professional counselor (LCPC) and a Certified Employee Assistance Professional (CEAP).
